At nineteen years old, Chaz Walters was lost. College once sounded like a good idea, but that cost money they didn't have, and what would she study? Her grades were a B average with a minimum of effort, but that wouldn't win any scholarships, and apart form skateboarding her extracurricular activities weren't anything she could talk about, or put on a resume.

She had a job at a drugstore, enough to help with the bills and once she graduated from High School they'd be happy to give her more hours, but it wasn't a job that was going to take her places. Chaz wasn't even sure where she wanted to go.

That wasn't completely true. Chaz wanted to work for The Shadow, 24/7. She wanted to make a difference, to help save all those dumb, hopeless kids she saw every day dealing and buying drugs. To weed out the lowlife adults who fed the whole industry, the predators on people who had nothing better to turn to to fill the void in their lives. Chaz Walters wanted to be a vigilante.

At home, her aunt had long ago given up trying to reform Chaz into a young lady, and now watched her like a hawk for any definite clues of drug use or dealing. The teenager was, she'd concluded, a hooligan and needed serious reform or possibly rehab. Her brother Sam argued that Chaz might be a little aimless at this point in her life, but had always kept on the right side of the law. The resulting tension between them was just one more reason to take extra hours at both her jobs. Any excuse to stay out, away from her small family. It broke her heart to see Sam defending her, when Chaz couldn't tell him the real reason she snuck out nights. She'd asked, once, for permission to tell her brother the truth. The Shadow's answer had been no.

Chaz wasn't the youngest agent The Shadow had, anymore, but she had always held herself to the same standards as the rest of them, regardless of age. It was hard though, being an agent while at the crossroads of adulthood, and still living at home. Asking Him for advice was out of the question, so she struggled on, and stayed loyal.

The first time The Shadow saw Chaz Walters, he thought she was a boy. He was quicker than most people to catch on, to notice all the little clues in her voice and face and revise his opinion. If this was a mistake people made frequently, that was no accident on her part. A skinny, athletic build helped, and so did short hair and a complete disinterest in make-up. As puberty started to make the trick more difficult, Chaz learned to shop for her own bras- sports bras, sized small enough to flatten her chest. Her voice was typically a little low and husky, half natural and half deliberately learned.

Sometimes, it was entertaining to watch new people meet her, and only belatedly realize she was a girl. Sometimes, she wished they never would.

Working for the Shadow, it was a lot easier to infiltrate the ranks of the school dealers if they thought of her as a boy. She skipped classes once in a while (forging notes was easy, and her grades still kept decent), hanging out around unfamiliar schools with kids who knew her only as somebody interested in the trade. 'Chester' or 'Charlie' would follow the dealers back to their sources, and once they were pegged they could be followed after dark to their sources... Chaz liked that spy work in the dark best of all, when there was nobody to guess or judge. Was this why The Shadow preferred to walk alone in the dark? Without anyone to press their ideas of who or what a person should be on them, somebody could just be themselves.

At school, Chaz Walters was a tomboy, a girl whose friends were mostly boys, but none of them were close friends. Chaz was a thrasher punk, just one of many kinds with unremarkable grades, unremarkable status, and no ambitions. Chaz was mostly invisible, and that was okay.

Chelsea 'Chaz' Walters lost her parents to a car wreck when she was fifteen, and has since been living with her older brother, Sam, who was nineteen. Together they moved to Brooklyn to be closer to their aunt, for emotional and financial support. They've gotten by, with Sam working odd jobs. He gives Chaz a minimum of supervision, partly because she's a rebellious tomboy, partly because she's never actually gotten in trouble, and partly because he's just too distracted keeping the rent paid. As long as his sister keeps out of trouble with the law and gets good grades, he's let her do what she wants.
What Chaz mostly does is skateboarding, but not long after coming to Brooklyn she got involved with a gang of skateboarders, until she found out they were doing some very shady things. Afraid to voice disapproval, she started sabotaging them instead. Chaz was pretty sure nobody had noticed what she was up to, until the day the gang got broken up by a mysterious figure in black. Who then recruited her.
The year is 1986 and The Shadow has been forced to recruit younger agents. Chaz is eighteen now, but she's been an agent for a couple of years. She loves the work, and she's good at it, and she wants to learn all the amazing skills he seems to have. What he does looks more important than any conventional career. She's never said it out loud, but in her dreams Chaz grows up to fight crime dressed in black.
